Hashirama failed because he saw the warring clans as the source of the conflict rather than countries using shinobi as tools of war to increase their own power. Every time Hashirama united another clan under Konoha, this prompted the other great nations to gather more ninja clans for their own villages so that military conflict would be of an even greater scale.

Hashirama failed because he saw the tailed beasts as threats to international balance rather than intelligent beings with emotions and ideals. Every time he gave a tailed beast as bargain to a country demanding guarantees of peace, he gave to a distrustful nation an oppressed being of enormous power who would do everything not to be used as a pawn to humanity and that only lead to more chaos and conflict.

They just weren’t always superior.
