I can say with confidence that Cobra will not have his sound powers from Key of the Starry Heaven Ark if you recall all the members of the Oracion Seis gave something up in exchange for their new powers (I can’t recall what Cobra gave up). After being defeated all of them receive back what they gave up and lose their new powers.
